NEW ENERGY COORDINATOR

New Nixon appointee John Love has a mixed record in environmental matters as governor of Colorado. Antagonized neither industry nor the strong environmental movement in his state; this political tact seems to be his main asset. Rebuffed the environmentalists on underground nuclear explosions to free natural gas, but sided with them in many other issues and quickly abandoned some of his own projects when they ran into environmental opposition. Considers abundance of energy in conflict with a clean environment rather than a condition for it, and proposes a balanced compromise between them, thus showing his poor grasp of energy problems.

Definitely not an environmental fanatic, but do not expect a knowledgeable, principled stand; more likely, he may have his eye on the 1976 Republican vice presidential nomination.

New administrator of Environmental Protection Agency, Russell E. Train, bodes little change over his predecessor W. Ruckelshaus. A former president of the Conservation Foundation, he sided with the environmentalists more often than not as chairman of the President's advisory Council of Environmental Quality. Has expressed doubts that economic growth is desirable.

Trouble is that politicians with knowledge in matters of energy are few and far between. Two such exceptions: Sen. Henry M. Jackson (D Wash.) and Congressman Mike McCormack (D Mass.).
