The method has been proven by its author, "Martin Klepper, Esquire" who is billed as a "leading authority on energy financing' (correctly so, we can see) by the publishers, the National Community Energy Center in Washington, DC, claiming to be "a cooperative service of DoE, HUD, International City Management Association..." etc. It is, of course, administered by a public foundation, the Academy for State and Local Governments. The Advisory Board includes other Esquires apart from Martin Klepper, Esquire, and is chaired by one of Atlantic Richfield's PR princes.
