GOOD READING

1) At the Eye of the Storm: James Watt and the Environmentalists by Ron Arnold (282 pp. hdbd., Regnery-Gateway 1982) is an insightful, revealing book about the man who has become one of the two Reagan appointees of unposing stature (the other is Jean Kirkpatrick), and by far the most maligned. This highly recommended book deals with his endeavor to protect the environment from the NRDC and other impostors in nature lovers clothing. 2) A Desirable Energy Future¾A National Perspective by five scientists from Oak Ridge National Lab (250 pp., hdbd., $24.50, Franklin Institute Press, Box 2266, Phila., PA 19103) is not just another scenario catalog of year-2020 guesstimate tables, but a thoughtfully reasoned appraisal.

3) UFO's and Outer Space Mysteries¾a sympathetic skeptics report (192 pp., softbd., $6.95, Donning Co. Publ., 5659 Virginia Beach Blvd., Norfolk, VA 23502). The sympathetic skeptic is James E. Oberg, and his report is top-notch, as one by now expects from this impressive investigator.

4) The Power of Steam¾An illustrated history of the world's steam age by Asa Briggs (208 pp. hdbd., $22.50, Univ. of Chicago Press, 5801 S. Ellis Ave., Chicago, IL 60637; softbd. edition, $10, planned for 1983) is full of captivating illustrations, which make up for the disappointing text¾it abounds in platitudes and does not mention, let alone describe, the scare-mongering against the railroads and public opposition to them.

5) The Pursuit of Power: Technology, armed force and society since 1,000 A.D. by Wm. H. McNeill (405pp. hdbd., $20, U. Chicago Press as above) delivers what the subtitle promises and is good; but not as fascinating as his Plagues and Peoples.
