DEAR MR. SAVIMBI:

Congratulations on fighting off yet another offensive by the Cuban Hessians armed with Soviet planes and missiles, and directed by Soviet and East German commanders. I hope you will be equally successful in fighting off the US State Departments policy of enforcing the Brezhnev Doctrine in Africa.

Few people in this country know that the 35,000 Cubans enforcing Soviet colonial rule in your country are paid for by oil revenues¾the oil extracted by Gulf/Chevron Corporation under license by the Marxist government of Angola. A number of measures have been suggested to Gulf by which to pressure that government¾measures far milder than many companies (who eagerly trade with, and loan money to, the Soviets) have taken against South Africa. Gulf has done nothing, and is reported to be lobbying State, Congress and the White House for diplomatic recognition of your oppressors. Whether due to their efforts or not, the US Export-Import Bank has just extended another $129.7 million of credits for oil exploration to the Angolan colony of the Soviet Empire.

To my enquiry, Gulf/Chevron replied with a letter of platitudes and inverted logic ("obligation to our stockholders' interests...").

It is my understanding that you are against socialism, so that after your eventual (and doubtless) victory you will not nationalize Gulf's drilling platforms and refineries. May I suggest that you announce your plans with respect to that property (to which, I would think, you are morally entitled as war reparations). Perhaps you could declare it a prize to be awarded to the oil company that will have done most to help you when you finally shake off colonial rule. Or perhaps you should give Gulf one last chance, for though they have sinned more than others, they also have more means to help your people gain freedom and independence.
