but for whom? Not for the blacks, who oppose them (the terrorist ANC impresses only Neville Shultz) as they lose their jobs. But they work very well, thank you, for the Soviet Empire: the minerals that are no longer bought from the South African segregationists now come from the Soviet murderers. A brief study published by the Selous Foundation (325 Pennsylvania S.E., Washington, DC 20003) shows how the imports of critical strategic materials from the Soviet Empire have changed since the congressional breast beaters passed the Anti-Apartheid hoax.

The main beneficiary is the USSR, whose exports have gone up as follows: chromium +6550%, industrial diamonds +796%, rhodium + 310%, platinum + 302%, low-grade ferrosilicon +222%, antimony +6411%, to name only the biggest increases. Other beneficiaries are Czechoslovakia (platinum sponge, pal-ladium), Poland (zinc), Hungary (aluminum rods and disks), Ro-mania (aluminum rods), and Yugoslavia (ferrosilicon, ferromanganese, zinc, aluminum). Yugoslavia is not strictly part of the Soviet Empire, but imprisons people for saying there is no free-dom of speech.

As the Reagan administration is selling out Savimbi (it is pressing for the withdrawal of South Africa from Namibia, while 30,000 Cuban troops remain in Angola), it is well to take another look at the South African lepers¾and their energy.

South Africa is roughly as racist as the US was in the 1950s, and neither racism was ever condoned by any friend of liberty. But it has more freedom than any other African country (except perhaps Botswana), it has a judiciary which can, and often does, overrule the government, and like Israel, it allows news media to report on its suppression of riots¾a very marked difference from the Soviets and other new-found buddies of the Reagan administra-tion, and one that infuriates all who condemn violence only when they can see it on the tube.

Measured against the racism of other African countries¾like Burundi where in 1972 a minority race (Tutsi) slaughtered some 200,000 of the majority race (Hutu)--South Africa is a Switzer-land of racial tolerance. So why does Rep. Patricia Schroeder, a trained historian, have nothing to say about the Hutu holocaust when she beats herself in the breast about South Africa? I know only of one explanation that fits the facts: In Burundi, it was "only' ne-groes who did this to each other. Madame Schroeder is not a racist "in reverse;" like Sheriff Clark, she is a racist pure and simple.

But there is an additional reason why South Africa is a leper. In a record time of a little over four years (through 1985), it elec-trified the two-million (black, segregated) city of Soweto. Here the crime committed by the lepers is not contradicting the media's horror fiction, but ruthlessly introducing modern technology into what the Schroeder-Meadows crowd deep in their hearts con-siders the pristine Third World of inferior animals.

Indeed, electric power has its own story to tell in Africa. "The US is consuming one third of the world's energy" the Sierras, leftists and Luddites say¾not with pride, but as a dreadful accusation.

Just imagine how they react to the fractions of electric power produced on the African continent: South Africa 50%, Egypt 8%, Nigeria 6%, Algeria 6%, Morocco 3%, Mozambique 3%, Zambia 3%, Zimbabwe 3% (the last three export much of it to South Africa), Libya 2%, all others combined 15%.

Clearly, the lepers are raping the unspoiled wilderness. They are probably using 80% of the continent's higher education.
